Second-generation owners of this veteran spot, also known as Kirby's, greet the perpetual crowd with enthusiasm---come twice and you'll be a friend for life. And the dining room reflects the diversity of Federal Hill, from working folks and families to the young and hip. The food is good, basic Chinese fare with some standouts, like the whole fish with black bean sauce when it's on special; simple, fiery chicken with chili peppers; and Neptune's Catch in a Bird's Nest (seafood in a woven potato basket). Beer and wine only are served.
